EFS Formatting

  1. How is the EFS electronic Excel file to be named and does the filename change with each submittal during the negotiation process?

1.       How is the EFS electronic Excel file to be named and does the filename change with each    submittal during the negotiation process?

          As an example, the release event for a site is 1234 and the EFS was originally submitted on November 2, 2003.  The original filename would be EFS1234-02Nov03.xls.  The EFS was modified during negotiation and last submitted on December 4, 2003, therefore the new filename would be EFS1234-04Dec03.xls.  The filename should always be the same as the Submittal Date in the header of the EFS.


2.       What is the EFS effective date?

         The EFS effective date must be entered in the identified location in the header of the original EFS.  The EFS effective date is the beginning date of work for costs listed on the EFS.  This date must not be confused with the EFS submittal date, which is the date that the final approved EFS is submitted to OPS.  For example, if costs for activities that have already occurred but have not been reimbursed such as pilot testing, CAP preparation, or groundwater monitoring are included on the EFS, the effective date of the EFS must be the beginning work date of these costs.


3.       Does a hard copy of the EFS need to be attached to the CAP or CAP Modification document?

          Yes, the EFS will be submitted electronically and in hard copy with the appropriate document.


4.        Where do labor costs go for EFS preparation?

          Phase of Work Code (PWC) 3C, CAP preparation.


5.       Can I develop a self-populating EFS using Excel macros, etc. for submittal to OPS?

          You can populate the EFS anyway you like, although the EFS submitted to OPS must not    have macros attached, formulas in the quantity cells, or any other deviation from the EFS format as downloaded from the OPS website.  Keeping this same format allows OPS to negotiate, convert, and process the EFS with minimal problems.
